View only admin permission added

This enhancement enables customers to assign View only permissions to existing options available within the Reseller Portal. When View only permission is assigned, no profile configuration, device management, license, or reseller administration permissions will be permitted. When selecting the View only radio button, note that options under the manage permissions radio button will be disabled.

Existing roles that inherit the new View only permission will have the option off by default to prevent conflict issues, while new roles will have the View only permission selected by default.

Alternatively, when applying Manage permissions, at least one manage permission option must then be selected.
