Under Samsung Knox Android Enterprise, there are two policies that restrict data access. Note that the first method requires a Knox Suite or Knox Platform for Enterprise license.
Navigate to Knox Service Plugin > Device-wide policies > Device Settings (Premium) > set Enable Mobile Data to True.
Navigate to Knox Service Plugin > Device-wide policies > Device Restrictions > set Allow Cellular Data to False.
NOTE - Enabling either of these policies on a device prevents the Knox Manage server from communicating with it, unless the device is connected to a Wi-Fi or alternative network.
